English, of recent coinage. It may have been variant of Regina, influenced by a respelling of the French reine, "queen".  Alternativvely it could have come from a surname, Raine or Rayne which orginated from Germanic personal names containing the element ragin "advice, decision".  [See the malenames Rayner and Rainer.]
